(no spoilers from me but i'd be surprised if he's not a todoroki at this point. the lead up to chapter 190 kinda made it clear that there's an unnamed todoroki child that no one's talking about for reasons and then Dabi shows up. suspiciousssss)
[The scraggly man visibly perks up when Dabi pushes the bag closer. With a childlike curiosity, he leans over the bag looking inside to find the gloves. He hums with delight at the gloves, pulling them out one at a time and laying them on his lap. They're perfect. Before he tries them on, he reaches out to a small box underneath the TV, pulling out two thin finger caps with little thin straps.
Carefully he puts one on his ring finger, tying it around his palm before he carefully does the same to the other hand. Once his ring fingers are covered he slips on the gloves.
Yeah. It's perfect and he's clearly happy with what Dabi's brought him, flexing his fingers and rubbing them together with the gloves still in tact. Not only are they tight and comfortable but they aren't too bulky either.]
Thank you Dabi. They're better than the last pair I had.
