Maybe it's a mix of the gloves, the fact that Shigaraki is rough touching him, and the way he can concentrate on the clock instead of anything that's actually going on... but when Shigaraki moves his hands to his shoulders, his attention is drawn back to the other man, just in time to catch him leaning in and kissing him. That part's fine. He can concentrate on that as well, leaning into it a little as he tries to lean away from the hands. He doesn't say stop and he doesn't push off, but he can't help the way his body leans away from touch.
It's the hand rubbing at his groin that really gets him, though. He pulls away from the kiss and grabs at Shigaraki's arm, but even then he doesn't push away. He's thinking about it though, staring hard at the other man. ]
